Guide Heavy Shield: is the move penalty worth it?

The Heavy Shield gives 52.5% damage mitigation for a 15% move penalty. Whether that trade is worth it depends entirely on whether you're holding a position or moving. Discuss.

The Heavy Shield take is correct and I'm tired of pretending it isn't.
