Guide Talk me into (or out of) the Charge Rifle

Been eyeing the Charge Rifle (Sniper Rifle (Sniper Ammo)). Is it actually worth building/running or is it one of those things that looks good on paper and disappoints in the field? Convince me either way.

i have three Charge Rifles and the emotional maturity to keep all of them. good luck though.
