Guide Heavy Shield: is the move penalty worth it?

Numbers on the Heavy Shield from the DB: 80 charge, 52.5% mitigation, 15% move penalty. The mitigation is nice but that move penalty gets people killed against anything that flanks. Mobility is mitigation too -- only run this when you're tanking, not roaming.
